  New Delhi: Snubbing the power distribution companies, which are demanding a tariff revision citing huge losses, Delhi power minister Satyendar Jain on Friday said that the Aam Aadmi Party government will not allow any hike in power tariff this year. The minister repeatedly emphasised in the House that the government will ensure that power tariff is not increased, "come what may". He alleged that the BJP was trying to effect a tariff hike through the back door. Power tariff in Delhi has remained unchanged over the last two years. The last increase, of 5 per cent, was in 2014. "We have made our calculation and submitted it to the DERC. We will make sure that there is no tariff hike even this year. The BJP is trying something opposite, which is to effect a hike," Mr Jain said. The Delhi Electricity Regulatory Commission (DERC) has initiated the annual exercise pertaining to the revision of the tariff. It has held one round of discussion on the demands submitted by the discoms — BSES and TPDDL (Tata Power).The aggregate revenue requirement (ARR) of the discoms have been pegged at: BSES Rajdhani — Rs 9,052 crore, BSES Yamuna — Rs 4,892 crore and Tata Power — Rs 7,680 crore.

  New Delhi: The Supreme Court today reserved its verdict on a plea of Essar Steel and Essar Power challenging the Gujarat High Court order holding the company liable to pay Rs 1038.27 crore towards electricity duty to the state government.Essar has been seeking electricity duty exemption for its power plant set up at Hazira but the Gujarat government had rejected its demand, as it sold power to other entities.The state government had earlier said that electricity duty exemption was only for captive power plants and Essar had not sought prior permission to set up the plant to meet the purpose of selling electricity.A bench of Justices A K Sikri and Ashok Bhushan concluded the hearing on the appeal filed by Essar against the High Courts order of last year. Counsel, appearing for Essar group companies, said its plant was a captive power plant which supplied power to its stake holders.He said that Gujarat power board has 58 per cent stake in the power plant while 42 per cent are of other stake holders and it was very much within permissible limits to supply electricity to them."It has to be treated as captive power plant because it has generated electricity for its own stake holders and its own use," the counsel said.Senior advocate C A Sundaram appearing for the state government said the company had itself admitted in one of its letters that they were not captive power plant but a electricity generating unit.

  "Now, as Sino-Indian relations are getting intense, the old tune is on again. But in fact, it is unrealistic to completely ban China and India power investment cooperation. "In normal cases of tripping at any sub station, power supply is restored from another one but in this particular case the situation was difficult due to tripping of power supply at three sub stations intermittently," Mr Sharma said.

  Kolkata: There was wide-spread load-shedding in the city on Thursday morning after the tripping of three CESC units based in Budge Budge, crippling Metro services.Taking serious note of the power disruption with the Madhyamik examination going on in the state, chief minister Mamata Banerjee asked the power department to take all possible measures to ensure that there was no inconvenience caused because of power disruptions to those taking the Madhyamik examination.Several Madhyamik examinees, who were on their way to appear for their second language examination, were stranded in different Metro stations, and even in a rake that was stuck between Belgachia and Shyambazar Metro tunnel for nearly three minutes."It was so suffocating. The Metro went completely dark inside the tunnel. However, the Metro authorities somehow managed to get the train to slowly roll to Shyambazar after three minutes. We were all perspiring profusely," Riten Sardar, a Madhyamik examinee said.

Moreover, even private discoms are reportedly not going to ask for any fuel surcharge on the electricity bills in the near future.According to the tariff mechanism operational in the national capital, after each quarter private discoms had claimed power purchase adjustment cost (PPAC) or fuel surcharge on electricity bills. The power adjustment cost agreement for charging fuel surcharge expired on March 15 as the private discoms failed to file their petitions in this regard before the DERC.A highly-placed source said that the private power companies will file fresh petitions before the new DERC chief by March-end. Once the DERC takes a final call on these petitions, then only the companies will be able to impose fuel surcharge on the power bills.

  After March 31, the discoms are also expecting an annual power tariff revision. The discoms last hiked power tariff in 2014. Chief minister Arvind Kejriwal’s stiff resistance to the discoms’ proposed move to increase power tariff had forced the DERC not to effect any fresh hike in electricity bills in 2015.The AAP government’s main poll plank was to provide 50 per cent subsidy on power tariff in Delhi. Soon after assuming power, Mr Kejriwal had granted 50 per cent subsidy on power tariff to consumers, using up to 400 units of electricity every month. The power subsidy had been costing about Rs 1,400 crore to the government exchequer. There are indications that the AAP government is going to continue the power subsidy in the upcoming Budget for 2016-17 fiscal year. The power subsidy is likely to cost Rs 1,600 crore to the state exchequer in the next fiscal year.

Power ministry said that manufacturing of smart prepaid meters will also generate skilled employment for the youth.State governments had earlier signed the power for all document and had agreed to supply 24x 7 power supply to their consumers. "Thus the distribution licensee will provide 24x7 power to their consumers by April 1, 2019 or earlier. Howe-ver the appropriate commission in exceptional circumstances for the reasons to be recorded in writing may grant extension in this time period," said the Union power ministry.
